In the past, most traffic surveys were carried out on-site by people counting vehicles, or collecting other information at the side of the road using paper based data pads. It is generally now more cost-effective to collect traffic data by filming a specific survey area, and then watching the video afterwards to gather the required information.
Using video also allows the possibility of auditing the data to ensure accuracy.
